Shape the future of procurement across a major UK city

We are seeking an exceptional Head of Procurement to lead and transform our corporate procurement function at the City of Bradford Metropolitan District Council.

This is a high-impact senior leadership role where you will act as the visible champion for procurement, influencing strategy, driving value for money, and embedding best practice across the organisation. You will work at the heart of the Council, partnering with senior leaders, elected members, and external stakeholders to deliver meaningful outcomes for our communities.

About the role

As Head of Procurement, you will provide strategic direction, leadership and operational oversight of the Council’s procurement and commissioning activities. You will ensure that services, goods and works are procured effectively, compliantly and deliver maximum value.

You will also play a key role in shaping organisational culture—championing commercial thinking, strengthening procurement capability, and ensuring robust governance and performance.

Key responsibilities

Lead and manage the corporate procurement service, promoting a professional and consistent approach across the Council

Develop and implement procurement and category management strategies aligned to corporate priorities

Oversee the full Procure-to-Pay (P2P) cycle, ensuring compliance and efficiency

Drive contract management excellence, ensuring services are delivered to agreed standards and outcomes

Provide commercial advice and market insight to support strategic decision-making

Build strong partnerships with departments, elected members, and external stakeholders

Ensure robust governance, including Contracts Standing Orders and regulatory compliance

Lead organisational improvements through best practice, innovation and continuous improvement

Represent procurement at senior forums, deputising for the Assistant Director of Procurement, Corporate and Strategic Finance where required

About you

We are looking for a strategic and influential leader with a strong track record in public sector procurement.

You will bring:

Significant senior management experience in a large, complex organisation

Deep knowledge of public sector procurement, commissioning and contract management

Strong understanding of procurement regulations and compliance frameworks

Experience leading diverse teams and influencing senior stakeholders

Proven ability to deliver strategic change, efficiencies and value for money

Excellent analytical, communication and leadership skills

A collaborative approach with the ability to build effective partnerships across organisations

Essential qualifications:

Professional procurement qualification (MCIPS or working towards)
