The Role

Lead workforce planning, people insight, HR technology and innovation across one of Greater Manchester's largest councils, using data and digital solutions to influence strategic decisions and improve outcomes for our workforce and communities.
Are you passionate about using workforce intelligence, technology and innovation to shape the future of public services? We're looking for a Workforce Planning & Insight Team Manager to lead our workforce planning, people insight and HR technology agenda.
Leading and developing a specialist Workforce Planning and Insight Team, you will oversee workforce analytics, business intelligence, statutory reporting and the development of HR systems, ensuring high-quality data and evidence underpin organisational decision-making. You will also drive innovation and digital transformation, identifying opportunities to improve services through automation, AI, emerging technologies and modern ways of working. Working closely with senior leaders across the Council, you will play a key role in helping us build a sustainable, skilled and future-ready workforce.


About You

You will have a strong track record in workforce analytics, business intelligence, HR systems or data management. You will be able to translate complex information into meaningful insight and recommendations that support strategic decision-making.
Alongside your technical expertise, you will have experience of leading a team, creating a positive performance culture and supporting colleagues to achieve their potential.
With excellent analytical, communication and influencing skills, you will be confident working with senior stakeholders. You will have experience of developing data-driven solutions, improving systems and processes, and using technology to deliver better organisational outcomes. You will bring a strong understanding of data governance and information management principles, together with a passion for innovation, continuous improvement and delivering high-quality services.
We're interested in hearing from candidates with backgrounds in workforce planning, HR systems, business intelligence, people analytics, data management or digital transformation who are passionate about using insight and technology to improve organisational outcomes.
