Working 36.5 hours per week

Fixed Term Contract for 12 months

Are you confident using data to influence decisions and improve service performance?

Do you have extensive experience in analysing and transforming data to create advanced performance reports, visualisations and dashboards?

We are looking for a talented and analytical Senior Performance Officer, with a focus on data analysis, to join our Highways and Infrastructure team.

In this key role, you will support the management of highway maintenance and management contracts by analysing performance data and metrics, monitoring contract compliance, and providing high-quality management information to support evidence-based service improvement and effective decision-making.

Working closely with the Principal Project Officer, you will:

  • produce accurate and detailed performance reports, visualisations and actionable insights to support contract management and decision making
  • use data to identify trends, risks and opportunities for service improvement
  • translate complex datasets from a range of sources into clear, actionable insight for both technical and non-technical audiences
  • support contract management through data-driven monitoring of service provider performance and key performance indicators (KPIs) against contractual requirements
  • work collaboratively with service providers, stakeholders, and colleagues across the council to ensure effective contract delivery

About You

You will hold a relevant professional qualification or an equivalent level of expertise and experience in analysing data and performance management as well as:

  • advanced IT skills, particularly in Excel, SQL, Power Bi and automation of reporting, with the ability to analyse data and improve processes
  • experience of data processing to extract, transform and load data
  • experience of performance reporting, analysis, and compliance monitoring
  • the ability to interrogate and interpret complex financial, statistical, and technical data sets accurately and consistently
  • knowledge of highway maintenance and management services which includes the council’s statutory highway obligations
  • good understanding of service contract management and KPIs, ideally within highways maintenance and management
  • strong communication, presentation and relationship-building skills
  • strong attention to detail, problem-solving ability, and a continuous improvement mindset
