About the Role

Birmingham City Council is seeking an exceptional leader to shape and deliver our Temporary Accommodation Service at a time of significant challenge and opportunity. This is a high-profile strategic leadership role with responsibility for ensuring the Council meets its statutory homelessness duties through the provision of safe, suitable and cost-effective temporary accommodation. 

Reporting to the Director, you will lead the strategic direction of temporary accommodation services, balancing increasing demand, financial pressures and legislative requirements while driving service improvement, innovation and better outcomes for Birmingham residents. 

 

What You'll Be Doing

  • Providing strategic leadership for the Temporary Accommodation Service, ensuring sufficient and suitable accommodation is available to meet statutory obligations. 
  • Leading large-scale operational services, budgets and external funding streams, ensuring strong financial governance and value for money. 
  • Driving procurement, commissioning and contract management activity to secure high-quality accommodation and support services. 
  • Overseeing tenancy sustainment, homelessness prevention and pathways into settled accommodation. 
  • Leading major transformation programmes, service redesign and digital improvements to enhance service delivery. 
  • Building and maintaining effective partnerships with housing providers, contractors, government bodies and key stakeholders. 
  • Acting as a senior ambassador for the service, deputising for the Director and representing the Council at local, regional and national forums. 

 

About You

We are looking for an experienced senior leader with a strong track record in housing, homelessness or related public services.

You will bring:

  • Significant senior leadership experience within housing, homelessness or a related sector. 
  • Experience leading large-scale service transformation and improvement programmes. 
  • Strong expertise in commissioning, procurement, contract management and provider performance. 
  • Experience managing large multidisciplinary teams and creating high-performing, inclusive cultures. 
  • Strong commercial and financial management skills, including responsibility for substantial budgets. 
  • The ability to influence senior stakeholders, elected members and strategic partners in a complex political environment. 
  • Extensive knowledge of homelessness legislation, housing policy and temporary accommodation delivery. 

 

Ideal Experience

Successful candidates are likely to have experience in:

  • Temporary accommodation, homelessness, housing management or housing solutions services. 
  • Strategic commissioning and contract management. 
  • Property, asset or tenancy management. 
  • Service redesign, transformation and organisational change. 
  • Partnership working across public, private and voluntary sectors. 
  • Managing complex operational and political environments. 
  • Delivering customer-focused services that achieve measurable outcomes.
