About the role

Birmingham City Council is recruiting Senior Property Licensing Officers to support the delivery of our private rented sector licensing functions. This is a key frontline regulatory role, working to improve housing standards, protect tenants, and ensure compliance with the Housing Act 2004.

You will be responsible for assessing licence applications, investigating non‑compliance, preparing statutory notices, and contributing to enforcement activity where required. The role combines strong regulatory knowledge with customer‑focused communication and evidence‑based decision making. 

Key responsibilities

  • Assess property licence applications and issue licences in line with statutory guidance and council procedures
  • Prepare and issue letters, notices and legal documentation under relevant housing legislation
  • Investigate offences relating to unlicensed or non‑compliant properties and gather evidence
  • Conduct interviews under caution in accordance with the Police and Criminal Evidence Act 1984
  • Prepare cases for appeal, including submissions to the Residential Property Tribunal and Rent Repayment Order applications
  • Act as a witness and represent the Council in court or tribunal proceedings when required
  • Maintain accurate registers, records and performance data
  • Provide clear, accurate and legally sound advice to customers, recording all actions taken
  • Support the management and recovery of outstanding Civil Penalty Notice (CPN) debts
  • Contribute to service improvements following changes in legislation or policy 

What we’re looking for

  • Experience of working  in a regulatory or enforcement‑based service
  • Strong organisational skills with the ability to prioritise competing demands and meet deadlines
  • Ability to work independently and as part of a team
  • Effective IT skills, including the use of Microsoft‑based systems
  • Excellent written communication skills, including report writing and formal correspondence
  • Confident verbal communication and an appropriate standard of spoken English
  • Working knowledge of the Housing Act 2004, with experience of property licensing
  • Willingness to develop skills and knowledge in line with service needs
