Are you passionate about strengthening communities, championing inclusion, and shaping services that genuinely change lives? Birmingham City Council is seeking an inspiring Connected Communities Manager to lead the development of vibrant, resilient, and empowered neighbourhoods across our city.

This is a unique opportunity to drive cultural change, build powerful partnerships, and ensure that our community assets, from local organisations to our network of Community Library Hubs, work together to support citizens to thrive.

As Connected Communities Manager, you will play a pivotal role in shaping how Birmingham connects people, places, and services. You’ll build relationships across the voluntary sector, statutory partners, and community groups, ensuring collaboration is at the heart of everything we do.

You will lead the delivery of a high‑quality library service across Birmingham, working as part of senior management team to ensure our Community Library Hubs are dynamic, inclusive spaces that support learning, wellbeing, digital inclusion, and employment pathways.

A key part of your role will be working closely with our Homes and Money advice service, providing support and guidance to residents.   You’ll also be responsible for key outcomes within the Early Intervention and Prevention outcomes framework, ensuring our work is evidence‑based, impactful, and aligned with citywide priorities.

  • Building and sustaining strong partnerships across communities, voluntary organisations, and public services.
  • Developing neighbourhood delivery models, in co-locations with wider public services.
  • Overseeing the strategic development of Community Library Hubs and ensuring statutory library standards are met.
  • Supporting employment, skills, and digital inclusion pathways for citizens.
  • Managing budgets, resources, and funding opportunities.
  • Developing outcome frameworks and service improvement strategies.
  • Working with local businesses to ensure social value and corporate social responsibility are incorporated within the service model.
  • Ensuring safeguarding responsibilities are fully embedded in practice.

You’ll bring significant experience in community‑focused leadership, partnership working, and frontline service management. You understand the power of libraries, community assets, and local networks in improving outcomes for citizens.

You’ll be an exceptional communicator— confident engaging with stakeholders at all levels. You’ll have a strategic mindset, strong project management skills, and the ability to translate vision into practical, impactful action.

Your leadership style will be collaborative, inclusive, and rooted in community strengths. You’ll be committed to tackling inequality, promoting inclusion, and ensuring Birmingham’s diverse communities have the support and opportunities they need.
