The England Illegal Money Lending Team (IMLT) is hosted by Birmingham City Council and works across the whole country. This post is to cover half of the North West of England with an expectation that the successful candidate will live in or very close to the North West (Cheshire, Lancashire, Cumbria, Liverpool, Manchester etc).

The role is based at home and involves raising awareness about the IMLT to generate intelligence. This includes managing community projects, delivering training, and speaking to people affected by this crime. Each postholder has a caseload of victims that they support and also works with local agencies to stop people using loan sharks in the first place.

As a LIAISE Officer, you will play a vital part in promoting the work of the Illegal Money Lending Team across regional and local communities. You will:

  • Support victims of illegal money lenders, including referrals to recognised debt advisors and affordable, legitimate lenders.
  • Provide first‑tier assessments, ongoing risk management, and support witnesses through the court process.
  • Increase awareness of illegal lending by delivering presentations, training sessions, and community engagement activities.
  • Build strong partnerships with organisations such as housing providers, credit unions, and financial institutions to promote financial inclusion.
  • Gather intelligence and evidence to help identify trends, causes of illegal lending, and the effectiveness of interventions.
  • Produce statistical records, reports, and promotional materials to support the project’s objectives.
  • Represent the IMLT at conferences, events, forums, and working groups.
  • Deputise for the LIAISE Manager when required.

The role requires working independently, planning your own workload, and contributing to both local and central government initiatives.

What We’re Looking For

We are seeking someone who is confident, empathetic, and passionate about community safety and financial inclusion. You should have:

  • Experience working within financial inclusion or financial literacy, including credit unions.
  • A strong track record of partnership working and stakeholder engagement.
  • Experience supporting clients and dealing with the public face‑to‑face.
  • Ability to produce high‑quality written reports and maintain accurate statistical information.
  • Experience using computer systems.
  • Experience working in or alongside enforcement agencies.

This is a meaningful role where your work directly contributes to safer, more financially resilient communities. You’ll be part of a dedicated national team tackling illegal money lending and supporting some of the most vulnerable people in society.

Please upload an up-to-date CV and Supporting Statement via the attachments part of your application.  The Supporting Statement should outline how you meet the criteria for the role through your personal qualities, skills and experience and include your motivation for applying to the post.  Note the Personal Statement should be no more than 1500 words.  Unfortunately, we cannot consider any applications without a CV and Personal Statement attached.
