Help us make Birmingham’s private rented sector safer, fairer, and better for everyone.

Birmingham City Council is looking for motivated, community‑minded individuals to join our team as Property Licensing Community Officers. This is a fantastic opportunity to play a key frontline role in improving housing standards and supporting residents across the city.

As part of the Private Rented Sector Licensing Service, you will patrol designated wards, help identify unlicensed or poorly managed rented properties, and work with partners to ensure tenants live in safe, compliant homes. No two days will be the same. This is a visible, hands‑on role where you’ll make a real difference to neighbourhoods and the people who live in them.

What you’ll be doing

  • Conduct daily foot‑patrols in assigned wards to identify suspected unlicensed properties.
  • Spot and record issues relating to private rented homes and the surrounding street scene.
  • Carry out follow‑up administrative work including calls and emails to tenants and landlords.
  • Escalate non‑licensing issues to relevant Birmingham City Council teams.
  • Build positive relationships with residents, landlords, councillors, and partner agencies (e.g., Police, Fire Service).
  • Work alongside Licensing, Compliance, and Complex Case Officers to resolve issues and improve compliance.
  • Act as a friendly and approachable first point of contact for Birmingham citizens.
  • Contribute to the ongoing success of BCC’s Property Licensing schemes.

  • Empathy, compassion, and the ability to communicate confidently with residents facing housing challenges.
  • Experience in a customer‑facing role with strong interpersonal skills.
  • Ability to work independently, use initiative, and make sound decisions.
  • Good verbal and written communication skills.
  • Strong teamwork and collaboration abilities.
  • Confidence using smartphones, tablets, and laptops.
  • Good problem‑solving skills and the ability to prioritise workload.
  • Physical fitness to carry out regular foot‑patrols and site inspections.
  • Ability to travel efficiently across Birmingham.
  • Willingness to work outdoors in all weather conditions.

You’ll also demonstrate:

  • Punctuality and reliability.
  • Integrity, confidentiality, and professionalism.
  • Knowledge of Birmingham and/or property licensing schemes (advantageous).
