About the Role
We are seeking an exceptional educated to degree level in relevant subjects building surveyor.
This post is within the Asset Strategy Department of Basildon Borough Council and reflects the importance given by the Council to the long-term strategic asset management of over 10,500 social rented homes and other properties largely built for Basildon New Town. The Council has been awarded substantial Government funding under the Decent Homes Programme and needs to plan the future of the housing stock on a long term basis of up to 30 years through a 5 year Rolling Revenue & Capital Programme of £36-38 million per year.
This post is responsible to the Stock Condition Co-ordinator for collecting accurate stock condition data on all properties and associated assets held within the Council’s Housing Revenue Account, working in all weather conditions relating to the condition of the housing stock to ascertain the condition of each individual property and remaining life of key building elements, that will help inform strategic investment decisions, taking account of all the surveys, repairs, maintenance and improvement works undertaken by the Council, external consultants, contractors and partner organisations. The post holder will also undertake health and safety surveys in line with the Housing Health and Safety Rating System (HHSRS) ensuring Category 1 hazards are resolved promptly. Energy surveys for the collection of data to produce SAP ratings. Landlords permission inspections, reporting in line with Council policies and latest building and planning policies whether they can be granted or declined. Pre-acquisition survey of properties that have been identified by the Development & Investment team and through the Council’s Right of First Refusal scheme. To prepare detailed report on the condition and prepare a 30 year forecast to advise the Asset Manager of the Net Present Value of the property. The post holder provides detailed reports relating to the condition of the housing stock that will help inform strategic investment decisions.
About what/ who we are looking for
The post holder is required to be educated to Degree level in relevant subjects. Background and knowledge working within asset management sections of social housing is desirable.
As the post is largely a lone worker based out on site the post holder must have current driving license and be able to manage handheld technology and other tools required, i.e. tablet devices, cameras, ladders, protimeter etc…
