Head of Capital Programme Delivery (Highways and Transport)

This is a senior leadership role responsible for shaping and delivering Barnet’s highways and transportation capital portfolio, ensuring investment supports growth, delivers value for money and improves outcomes for residents.
The postholder will lead a complex programme of projects from initiation through to completion, ensuring strong governance, effective prioritisation, and delivery within agreed time, cost and quality parameters. Working closely with Project Sponsors, senior officers and service leads, they will translate strategic priorities into deliverable programmes with clear accountabilities, robust controls and active risk management.
The role also provides visible leadership across a matrix management environment, driving continuous improvement, best practice and high performance in capital delivery. As part of this, the postholder will work closely with colleagues across Growth and Highways and contribute directly to the delivery of Barnet’s wider corporate priorities.

- Strong experience of leading complex highways and/or transportation capital programmes, with clear accountability from initiation through to delivery.
- Proven ability to translate strategic priorities into deliverable programmes, with robust governance, controls and performance management in place.
- Skilled in financial management, including budget oversight, value for money assessment and managing delivery within agreed cost parameters.
- Demonstrable experience of working in a political or public sector environment, engaging effectively with senior stakeholders, including Members and corporate leadership.
- Able to lead and motivate multidisciplinary teams within a matrix environment, driving high performance, collaboration and continuous improvement.
- Commitment to delivering outcomes for residents, with a strong focus on risk management, quality assurance and achieving measurable impact.
