<p>If you want to use systems, data and insight to make public money work harder, this role gives you the opportunity to shape the digital and analytical backbone of procurement at LBBD. As Procurement Systems and Data Manager, you will own and improve the systems, data standards and reporting that help the Council buy well, manage contracts well and demonstrate that decisions are fair, transparent and evidence-based. You will act as system owner and subject matter expert across e-procurement, contract management, supplier portal and P2P systems, working with ICT, finance, audit, legal, services and suppliers to configure, maintain and improve how procurement technology works for users. You will strengthen data quality, develop dashboards and management information, improve controls and support Procurement Act 2023 transparency requirements across pipeline, notice, supplier, contract, payment and performance data. Your work will help turn complex information into insight that leaders, category teams and contract managers can use to identify risks, spot savings, improve compliance, strengthen supplier accountability and make better commercial decisions. This is a role with real organisational reach and public purpose: by making procurement information reliable, accessible and actionable, you will help LBBD improve transparency, reduce risk, modernise ways of working and secure greater public benefit from every procurement and contract decision.</p>

Special requirements for this post

<p>You may have a degree-level qualification, or be able to demonstrate equivalent experience, in a relevant discipline such as procurement, commercial, business, IT, data or analytics. A CIPS qualification, or commitment to work towards one, and evidence of continuing professional development would be welcomed. You will need significant experience of managing or optimising business systems, ideally including e-procurement, P2P, contract management or supplier portals, with strong skills in data management, reporting, analytics and process improvement. You should be confident using Excel and data visualisation or reporting tools such as Power BI, developing KPIs, dashboards and management information that support compliance, transparency, savings, supplier performance and better decision-making. Knowledge of public sector procurement governance, audit requirements, transparency obligations, data protection and information governance is important. Experience supporting Procurement Act 2023 notice publication, pipeline reporting, contract registers, supplier master data, payment performance, contract KPI reporting or FOI/audit responses would be valuable. About you

<p>You will be a systems and data professional who understands that reliable information is essential to good public decision-making. You may come from procurement, commercial, finance, systems administration, business intelligence, data analytics or a related background, and will bring experience of improving systems, strengthening data quality and producing insight that people can act on. You will be confident working with dashboards, management information, Excel and reporting tools, and able to turn complex spend, contract, supplier and performance data into clear, practical messages for officers, managers and senior leaders. You will understand how good controls, clean master data, accessible reporting and accurate records support fairness, transparency, value for money, audit readiness and public confidence. You will also be customer-focused and improvement-minded, able to support users, resolve issues, work with ICT and suppliers, facilitate change, provide guidance and help colleagues use systems consistently. Above all, you will bring accuracy, integrity, curiosity and a strong public service mindset, using systems and data to help LBBD make better decisions, improve procurement performance and deliver better outcomes for residents.</p>
