<p>If you want to use your procurement skills to help public money deliver more for residents, this role offers the chance to make a practical and visible impact. As Procurement Manager, you will deliver allocated procurement projects from early market research and sourcing strategy through to tender, award, mobilisation and handover into contract management. You will help services turn their needs into clear specifications, evaluation criteria, KPIs and contract outcomes, ensuring each procurement is compliant, proportionate and commercially robust. You will play a key role in delivering procurements under the Procurement Act 2023, supporting transparency, auditability and good governance across the full procurement lifecycle, including notices, records, approvals and decision logs. This is a hands-on delivery role with real purpose: you will use data, market insight and procurement tools to identify options, shape routes to market, manage risk and secure value for money. You will also embed social value, sustainability, equality, ethical procurement and innovation into tenders so that contracts deliver not just cost savings, but wider social, economic and environmental benefit for Barking and Dagenham.</p>
Special requirements for this post
<p>You should hold CIPS Level 4, or be able to demonstrate equivalent procurement knowledge and experience gained in a complex organisation. You will need at least three years’ experience delivering procurement or tendering activity, together with a good working knowledge of public procurement legislation, including the Procurement Act 2023 transparency and governance requirements. You should be confident using e-procurement systems, tendering portals and Microsoft Excel, and able to maintain clear audit trails, accurate records, notices, approvals and contract documentation. Experience of embedding social value, sustainability, equality, supplier diversity and ethical procurement into specifications, evaluation models and contract KPIs would be valuable. You will be expected to work in line with LBBD Contract Rules, Financial Regulations, data protection and information governance requirements, using these not as barriers, but as tools to support fairness, accountability, transparency and public confidence. About you
<p>You will be a procurement professional who is motivated by using commercial skill to make public money work harder for residents. You will bring practical procurement experience, sound judgement and the confidence to deliver end-to-end tendering activity in a complex public sector environment. You will understand contract law, UK public procurement legislation, frameworks and local governance, and know how to apply them in a way that is fair, transparent, proportionate and focused on better outcomes. You will be comfortable using spend analysis, cost modelling, cost trend analysis, stakeholder mapping and other procurement tools to shape sourcing options that maximise value, quality, social value, sustainability and innovation. You will be able to lead discussions with services, suppliers and partners, translate business needs into clear specifications and KPIs, and explain risks, options and recommendations in a way that supports confident decision-making. Most importantly, you will be a trusted adviser and responsible steward of public funds, helping LBBD secure contracts that deliver measurable benefit for residents, communities and the wider borough.</p>
