This is an exciting opportunity to lead a significant programme of improvement across the Council’s Collections and Welfare services. As a Strategic Lead, you will provide clear, visible leadership across Collections and Welfare, strengthening accountability and establishing a strong grip on performance.
You will develop and deliver a service-wide Transformation Plan focused on improving collection and processing performance, customer experience, complaints handling, productivity, systems use and operational resilience. Working with senior leaders, Members, employees and partners, you will review the current operating model and identify the most effective long-term structure, governance and resource requirements.
You will turn evidence into action, simplify processes, make better use of data, digital tools and automation, and ensure improvements deliver measurable benefits for residents and the Council.
This is a high-profile, 12-month fixed-term role for an experienced Revenues and Benefits leader with a strong record of delivering complex service transformation and sustainable performance improvement. You will bring strategic insight, professional credibility and the ability to engage, challenge and influence at all levels.
About you
You will be an experienced and credible senior leader with substantial expertise in Revenues and Benefits and a strong track record of delivering complex transformation and sustained performance improvement. You will combine strategic insight with a firm grip on operational delivery, using data and performance information to identify priorities, challenge established practice and translate evidence into clear, measurable action. You will understand how effective leadership, process redesign, digital tools, automation and workforce development can improve resident outcomes and deliver value for money. You will also bring the judgement needed to maintain statutory services, financial control and operational resilience while leading significant change.
An inclusive and resilient leader, you will be confident engaging, influencing and providing constructive challenge at every level. With strong political awareness and excellent communication skills, you will build effective relationships with senior leaders, elected Members, employees, Trade Unions and partners, while providing clarity, confidence and support through change.
Above all, you will have the professional credibility, drive and personal ownership to lead a high-profile improvement programme and leave behind stronger, more resilient and sustainable services. You will hold a relevant professional qualification and full membership of the relevant professional body, supported by substantial senior-level experience.
