Barking and Dagenham's Community Safety & Regulatory Services Division has recently undergone a major reorganisation which has seen significant growth in the service.

To shape the future effectively, we need someone who can turn complex data into clear direction, challenge assumptions, and drive evidence‑based decision‑making across the division. We’re looking for an Evidence & Insight Lead who can bring authority, curiosity, and strategic thinking to a very important function in the council.

What you’ll lead

  • Intelligence Analysis — Setting the approach for data, intelligence, and evidence use across community safety and regulatory services.
  • Performance analysis — Ensuring services understand what works, what doesn’t, and where to improve.
  • Research and evaluation — Designing and overseeing research that informs policy and investment.
  • Intelligence Profiles — Translating complex information into clear, compelling insight for senior leaders and Cabinet.
  • Cross‑council collaboration — Working with directorates, service leads, and partners to embed evidence in everything we do.

What you’ll deliver

  • High‑impact analytical reports that help shape shape policy, strategy, and budget decisions.
  • Robust evaluation frameworks for initiatives across community safety and regulatory services.
  • Clear performance dashboards that help leaders understand trends and act quickly.
  • Forward‑looking analysis that anticipates risks, opportunities, and emerging issues.

About you

The successful candidate will have experience of leading a team of intelligence and analytical officers, dealing with complex information and producing insightful documents to a varied audience including senior management.

They will have excellent analytical and problem solving skills, with strong written, verbal and presentation skills and a proven ability to deliver to strict deadlines, managing conflicting priorities.

They will have a positive attitude to diversity, incorporating commitment to equality in relationships and work tasks.
