About this job
Environmental Enforcement Technical Officers will undertake tasked duties such as proactive and reactive patrols, responding to service requests or tasking as directed by the management team.
The post holder will be responsible for allocated equipment including Digital Recording Body worn cameras, council vehicles, mobile devices as well as personal protective equipment required for the role.
The post holder will provide support and resilience to a team responsible for the inspection and monitoring of the borough for all open, public spaces and private land areas to improve the street scene and environment.
To contribute in delivering robust enforcement such as high visibility patrols, targeted activity relating to, commercial waste offences, littering, fly-tipping, noise, highways enforcement, street trading, fly posting, graffiti, unauthorised advertising, unlawful encampments, abandoned vehicles, eyesore gardens, detrimental land, dog fouling and any other relevant abuse of our open public spaces to improve the appearance of the street environment and to bring about compliance.
Special requirements for this post
To assist with the investigation of all environmental issues reported on public and private land related to inquiries, complaints, businesses, residents and other users of the borough which may include the use of enforcement processes including the issuing of formal notices and fixed penalty notices.
To assist with the investigation of complaints relating to noise and other nuisance that could be considered a statutory nuisance covered by the Environmental Protection Act 1990.
To provide practical and administrative support to the Stray Dog service, this includes maintaining general welfare of the dogs in the councils care such as feeding/ walking/ cleaning of kennels and to assist in the discharge of the Council's duties in respect of dealing with stray dogs, dog control and dog fouling issues as directed by the Lead officer for Dogs.
Undertake joint work with police and other partners ensuring effective intelligence gathering and planned partnership working.
To effectively contribute to an operational rota, that includes out of hours, weekends, evenings and night shifts as required.
Adhering to dress code by wearing uniform and personal protective equipment (PPE) provided by the council whilst also adhering to risk assessments in relation to high visibility clothing

Key aspects of the role would include assistance and becoming proficient in the investigation of offences, whilst adhering to the principles of the Police and Criminal Evidence Act, undertaking interviews, serving relevant notices on a range of enforcement priorities to regulate or ensure compliance with legislation.
You will become proficient in the issuance of fixed penalty notices for enviro related offences such as littering, flytipping and nioise.
One of the key aspects of this role is the variety of enforcement work being undertaken. This is a great opportunity to embody the enforcement and LBBD ethos to engage with individuals and work to overcome a range of challenges, experience joint working with teams across the council including legal services, trading standards, licensing, private sector housing, public realm and housing services.
In order to be successful in this role, you must hold a full driving license and have excellent communication skills.
